1、 A brief explanation requires the submission of documents:
Each unit applying for the engraving of seals must provide the original and photocopy of the relevant documents, government approvals, and certificates for the establishment of the unit, as well as the original and photocopy of the ID cards of the legal representative (person in charge) and the person in charge of the unit, and issue a seal engraving certificate and report (detailing the name, quantity, name of the legal representative and person in charge of the seal, and attaching a seal sample) for processing. To replace the seal, the original seal must be returned to the public security organs for destruction.
2、 Declaration materials:
(1) Enterprises applying for the engraving of seals need to provide the following materials:
1. Newly established enterprises must hold the original and photocopy of the Business License, the ID cards of the legal representative and responsible personnel of the enterprise, and an introduction letter issued by the industrial and commercial department for the engraving of seals.
2. Enterprises applying for the engraving of internal organizational seals must hold the unit application form (signed by the legal representative), the original and photocopy of the Business License, and the ID cards of the legal representative and responsible personnel of the enterprise.
3. Enterprises need to hold the original and photocopy of the unit application form, copy of the Business License, and photocopy of the ID cards of the legal representative and responsible personnel for engraving various business special seals. The contract special seal shall be engraved with an introduction letter issued by the industrial and commercial department, and a copy of the Bank Opening License shall be provided; The special seal for engraving invoices shall be issued by the tax department with an introduction letter and a copy of the Tax Registration Certificate provided.
4. Commercial banks and financial institutions are required to hold a Business License and a Financial License, the original and photocopy of the Financial License, a seal carving introduction letter issued by the higher-level supervisory department, and a photocopy of the ID cards of the legal representative (person in charge) and the person in charge.
(2) Administrative organs and public institutions need to provide the following materials for engraving seals:
1. Administrative and judicial departments must hold the original and photocopy of the relevant approval documents from the superior competent department when engraving seals (with the official seal of the applying unit), as well as the ID cards of the responsible person and the responsible personnel of the unit. The superior competent department shall issue a seal engraving introduction letter or sign and stamp on the application form.
2. For the engraving of seals by public institutions, the application must be submitted with the original and photocopy of the approval document from the Municipal Committee of the People’s Republic of China, the original and photocopy of the “Certificate of Legal Person of Public Institutions”, and reviewed and stamped by the higher-level supervisory unit. The approval document from the higher-level supervisory unit, copies of the ID cards of the unit leader and the person in charge, and a letter of introduction to seal engraving issued by the higher-level supervisory department or opinions signed on the application form are required.
(3) Some different institutions need to provide the following materials when applying for the engraving of seals:
1. Social organizations and private non enterprise units that carve seals must hold the approval of the Civil Affairs Bureau or the original and photocopy of the Social Organization Registration Certificate, the ID cards of the unit leader and the person in charge, and a seal carving introduction letter issued by the Civil Affairs Department.
2. Kindergartens and other teaching and training institutions must hold the approval documents from the education department, the “Social Power School Running License”, the “Registration Certificate”, copies of the ID cards of the unit leader and the person in charge, and a seal introduction letter issued by the education department or signed and stamped on the application form.
3. Labor vocational training institutions must hold approval documents from the Labor and Social Security Bureau (Civil Affairs Bureau), original and photocopy of relevant certificates and licenses, photocopy of the ID cards of the unit’s responsible person and the person in charge, and a letter of introduction from the Labor (Civil Affairs) department for seal engraving, or sign and stamp on the application form.
4. Medical institutions and private clinics must hold the original and photocopy of the health department’s approval documents or the Medical Institution Occupational License, the ID cards of the unit’s responsible person and the person in charge, a letter of introduction from the health department for seal engraving, or a signed opinion and seal on the application form.
5. Journalist stations, radio and television stations, newspapers and other news units must hold the original and photocopy of the approval document from the provincial or municipal propaganda department, the ID card copy of the unit leader and the person in charge, and a letter of introduction from the propaganda department for seal engraving, or sign and stamp on the application form.
6. When a law firm carves a seal, it must hold the original and photocopy of the approval from the Provincial Department of Justice (certificate), a photocopy of the ID card of the unit leader and the person in charge, a letter of introduction for seal carving issued by the Judicial Bureau, or a signed opinion and seal on the application form.
7. The unit that produces seals for trade unions, party organizations, disciplinary inspection departments, youth league committees, etc. must present the original and photocopy of the approval letter from the higher authorities or relevant departments for the establishment of the organization, the photocopy of the ID card of the unit leader and the person in charge, a letter of introduction for seal engraving issued by the relevant higher-level departments, or an opinion and seal signed on the application form.
(4) If the official seal or financial seal is lost, the following materials must be provided:;
1. A loss declaration must be made in a newspaper or television station at or above the prefecture level, stating that the lost seal is invalid. If there is no doubt after three days of publication, the original newspaper or television station’s certificate must be provided;
2. For the application for re engraving (signed by the legal representative), if it belongs to an administrative institution, the superior department shall sign and stamp the opinion on the application form;
3. Original and photocopy of approval documents or relevant certificates such as the Business License;
4. The original and photocopy of the ID cards of the legal representative (person in charge) and the person in charge of the unit.
(5) To change the name of a unit and engrave a seal, it is necessary to present a copy of the Business License or the original and photocopy of the approval document, as well as the original and photocopy of the ID card of the legal representative (person in charge) and the person in charge of the unit. The competent department shall issue a seal carving introduction letter or sign and stamp on the application. When taking a new seal, the old seal should be submitted.
(6) If the official seal is damaged and needs to be replaced, an application for re engraving shall be submitted with relevant certificates, original and photocopies of approval documents, original and photocopies of the unit’s legal representative (person in charge), and ID card of the person in charge. The application form needs to be signed and stamped by the superior supervisory department. (When retrieving a new seal, return the damaged seal)
