Engraving seal management

A seal is a carrier for national party and government organs, the military, enterprises and institutions (including individual businesses), social organizations, and other organizations to prove their legal qualifications and have legal effect.

According to the Provisional Regulations on the Management of Printing, Casting, and Engraving Industry (approved by the Political and Legal Committee of the State Council and issued by the Ministry of Public Security on August 15, 1951), the Provisional Measures for the Management of Engraving Industry in Beijing (formulated by the Beijing Municipal Government, promulgated and implemented in 1987 and revised in 2002), the Regulations of the State Council on the Management of Seals for State Administrative Organs and Social Organizations of Enterprises and Institutions (No. 25 of the State Council (1999)), and the Notice of the Beijing Municipal People’s Government on Implementing the State Council’s Regulations on the Management of Seals for State Administrative Organs and Social Organizations of Enterprises and Institutions, the Party committees, people’s congresses, state administrative organs and their departments, CPPCC, judicial organs, military units, democratic parties, and enterprises and institutions (including individual industrial and commercial enterprises) at all levels in the administrative region of the city Household, social organizations, private non enterprise units, foundations Religious groups and other organizations that need to engrave legal name seals, financial special seals, contract special seals, customs declaration seals, invoice special seals, and other business special seals, as well as internal institution seals, must go to the public security organs to handle the approval procedures. After obtaining the “Notice of Engraving Seals” (with an encryption chip attached), they must go to the seal engraving enterprise (see the attached list for details) that has issued the “Special Industry License” by the public security organs to engrave (with the chip delivered to the selected seal engraving enterprise for recovery).

In order to comprehensively improve the level of seal management in our city, prevent and crack down on illegal engraving, forging and other criminal activities, effectively protect the legitimate rights and interests of various organs, organizations, enterprises and institutions, and maintain a good and stable economic and social order in the capital, the Beijing Municipal Public Security Bureau has successively promoted new anti-counterfeiting seals in 16 districts and counties of the city since May 20 this year. To ensure the smooth implementation of the new anti-counterfeiting seal and further strengthen seal management, the relevant matters are hereby notified as follows:

1、 The above-mentioned seals newly carved within the administrative areas of the city should be new anti-counterfeiting seals.

2、 The new anti-counterfeiting seal has a coding anti-counterfeiting function. Each seal is engraved with a 13 digit seal code in accordance with the national public safety industry standard “Seal Security Management Information System Standard”. You can call the “62078951, 62078952″ seal information telephone voice query hotline to check whether the seal has been approved and filed by the public security organs. When enterprises and institutions (including individual businesses), social organizations, private non enterprise units, foundations, religious organizations, and other organizations are engraving new anti-counterfeiting seals, they must engrave the seal code on the seal surface; When Party committees, people’s congresses, state administrative organs and their departments, the Chinese People’s Political Consultative Conference, judicial organs, and democratic parties at all levels carve new anti-counterfeiting seals, they shall choose whether to carve seal codes on the seal surface according to their actual needs; Steel stamps do not need to be engraved with seal codes.

3、 The new anti-counterfeiting seal adopts built-in chip anti-counterfeiting technology. Each seal has an electronic chip inside it that loads relevant approval information, which can be read by a dedicated card reader and can verify whether it has been approved and whether it was made by a qualified seal making enterprise. At present, the public security organs have equipped dedicated card readers in the quality and technical supervision departments of various districts and counties.

4、 Retain the seal for anti-counterfeiting and future reference. Each seal is delivered with a seal retention card made by the seal making enterprise in accordance with regulations. After all parties sign and confirm, the seal is scanned and uploaded to the public security organs. At the same time, the paper seal retention card shall be properly kept by the seal using unit, and if necessary, a certificate may be issued to the relevant unit to protect the legitimate rights and interests of the seal using unit from infringement.

5、 To ensure that the deformation rate of the seal surface meets the needs of seal certification and identification work, the new anti-counterfeiting seal surface should use hard materials.

6、 To prevent illegal activities such as forging seals and protect the legitimate rights and interests of all units, we advocate and encourage seal users to replace their old seals with new anti-counterfeiting seals. If it is necessary to change the seal, relevant proof materials and the old seal should be presented to the original approving public security organ to handle the approval procedures for the change.

7、 All seal using units in the city should establish and improve a seal management system. Seals should be supervised by designated personnel, stored in counters, and the approval procedures for seal use should be strictly followed to ensure the safety of seal use.

8、 Strictly prohibit illegal engraving and forging of seals. If it is found that one engages in seal engraving business without permission from the public security organs, or engages in illegal seal engraving and forging without approval from the public security organs, they should promptly call the reporting hotline of the Municipal Public Security Bureau at 62366065 to report. The public security organs will strictly crack down on various illegal and criminal activities that involve illegal engraving and forging of seals, as well as the use of illegal engraving and forging of seals.

The Public Security Management Brigade of the Municipal Public Security Bureau is responsible for the institutions affiliated with the Central Committee, National People’s Congress, CPPCC, and various ministries and commissions of the State Council in Beijing; All committees, offices, and bureaus under the jurisdiction of this city; The district and county committees, district and county people’s congresses, and district and county governments in this city; Military units stationed in Beijing; Central and municipal public institutions, social organizations, foundations, private non enterprise units, democratic parties, religious organizations; Domestic enterprises registered with the State Administration for Industry and Commerce and the Municipal Administration for Industry and Commerce; Approval of national and municipal large-scale event organizing committees, as well as units from other provinces and cities coming to Beijing to engrave official seals.

The Exit Entry Management Brigade of the Municipal Public Security Bureau is responsible for the approval of foreign embassies and agencies in China, foreign enterprises and institutions established in Beijing, and the engraving of official seals for Sino foreign joint ventures, Sino foreign cooperation, and wholly foreign-owned enterprises.
