The seal is a legally valid carrier for national party and government agencies, the military, enterprises and institutions (including individual industrial and commercial households), social groups and other organizations to prove their legal qualifications.

In order to comprehensively improve the city’s seal management level, prevent and crack down on illegal and criminal activities such as illegal engraving and forgery of seals, effectively protect the legitimate rights and interests of various agencies, groups, enterprises and institutions, and maintain a good and stable economic order and social security order in the capital, we have Since May 20 this year, the Beijing Municipal Public Security Bureau has successively implemented new anti-counterfeiting seals in 16 districts and counties in the city. In order to ensure the smooth progress of the implementation of new anti-counterfeiting seals and further strengthen seal management, the relevant matters are hereby notified as follows:

1. The above-mentioned seals newly engraved in the city’s administrative region should be new anti-counterfeiting seals.

2. The new anti-counterfeiting seal has a coded anti-counterfeiting function. Each seal is engraved with a 13-digit seal code in accordance with the requirements of the national public security industry standard “Seal Public Security Management Information System Standard”. When enterprises and institutions (including individual industrial and commercial households), social groups, private non-enterprise units, foundations, religious groups and other organizations engrave new anti-counterfeiting seals, they must engrave the seal code on the seal surface; Party committees, people’s congresses, and national When administrative agencies and their departments, the CPPCC, judicial agencies, and democratic parties engrave new anti-counterfeiting seals, they can choose whether to engrave a seal code on the seal according to their actual needs; steel seals do not need to engrave a seal code.

3. The new anti-counterfeiting seal adopts built-in chip anti-counterfeiting technology. Each seal is equipped with an electronic chip loaded with relevant approval information, which can be read by a special card reader and can verify whether it has been approved and whether it was carved by a qualified seal engraving company. At present, the public security organs have equipped special card readers in the quality and technical supervision departments of various districts and counties.

4. Keep the seal to prevent counterfeiting for future reference. When each seal is delivered, the seal engraving company will make a seal retention card according to regulations. After all parties sign and confirm, the seal will be scanned and uploaded to the public security agency. At the same time, the paper seal retention card shall be properly kept by the seal-using unit, and the certificate may be issued to the relevant unit when necessary to protect the legitimate rights and interests of the seal-using unit from infringement.

5. In order to make the deformation rate of the seal surface meet the needs of seal certification and identification, the seal surface of the new anti-counterfeiting seal should be made of hard materials.

6. In order to prevent illegal and criminal activities such as forging seals and protect the legitimate rights and interests of all units, we encourage and encourage seal-using units to replace their old seals with new anti-counterfeiting seals. If the seal needs to be replaced, the relevant certification materials and the old seal should be brought to the original approving public security authority to go through the renewal approval procedures.

7. All seal-using units in the city should establish and improve a seal management system. Seals should be supervised by designated personnel, stored in special counters, and have strict seal approval procedures to ensure the safety of seal use.

8. Illegal engraving of seals and forgery of seals is strictly prohibited. If you find that you are operating a seal engraving business without the permission of the public security organ, or you are illegally engraving seals or forging seals without the approval of the public security organ, you should promptly call the Municipal Public Security Bureau reporting hotline 62366065 to report. The public security organs will severely crack down on illegal engraving and forgery of seals and various illegal and criminal activities using illegally engraving and forging seals in accordance with the law.
